Mamotte (the tv series) came out in 2000. It was one of the first animes to be rendered almost entirely on a computer. Here is a great description regarding these cels from this great, albeit stagnant, Mamotte fan site:

I had a brief desire to collect cels, but the cost was a bit prohibitive."Toei Animation has released 9 different hand-painted reproduction cels for the series. Since the anime series is almost entirely CG (computer generated) there are no real painted "cels" of the characters. Toei animators have produced limited quantities of hand painted cels of Shao, Ruuan, and Rishu -- they are not "production" cels because they were never used to make the anime, but they are cels of the characters from the show (most of them appear to be from episode #1 and 2). They are somewhat difficult to find and are quite expensive (about 6000 yen each)."
